  Location:  The project is at two current boat dock locations:
• Alex Road Boat Ramp, West Carrollton
At the existing boat ramp on the left (south) bank of the Great Miami River in Montgomery County, West Carrollton, Ohio 45449. Access to the site is from Hydraulic Road approximately 350 feet north of the intersection of North Alex Road and Burns Avenue; then follow the asphalt drive in an easterly direction approximately 2,800 feet (0.53 miles) to the boat ramp.
• Moraine Boat Loading Dock
At the existing boat ramp on the left (east) bank of the Great Miami River in Montgomery County, Moraine, Ohio 45439. Access to the site is from East River Road approximately 1.39 miles south of the intersection of East River Road and Arbor Boulevard; then follow the asphalt drive in a westerly direction approximately 1,000 feet (0.19 miles) to the boat ramp.

 Description:  The purpose of the West Carrollton-Moraine Canoe/Kayak Access project is to upgrade two (2) existing boat dock facilities to provide ADA access.

The West Carrollton site includes installation of a new combination floating dock platform with canoe/kayak access and a new dock anchored to the existing concrete abutment; constructing a new ADA compliant sidewalk with retaining wall from the parking lot to the dock; and adding two (2) ADA parking spaces including pavement markings, two (2) signs, and parking lot striping.

The Moraine site includes installation of a new combination floating dock platform with canoe/kayak access connecting to the existing dock anchored to the existing concrete abutment; constructing a new ADA compliant sidewalk with retaining wall from the parking lot to the dock; and adding two (2) ADA parking signs. Landscaping, ADA pavement markings, and striping shown at the Moraine site on the Plans will not be included in this Contract.
 
 Requirements:  Bids must be submitted on RCIS Proposal Forms (pages 15–23 printed single-sided) and must be accompanied by a bid guaranty and Ohio Department of Insurance Certificate of Compliance. Do not submit the entire Contract Documents/Specs.

The chosen lowest and best bid Contractor will provide performance/contract bond, insurance, and Workers' Comp before Contract is awarded.

The Contractor and all Subcontractors will abide by the Contract Documents and all local, state, and federal laws pertaining to this project.

The River Corridor Improvement Subdistrict of The Miami Conservancy District

LEGAL ADVERTISEMENT & NOTICE TO BIDDERS

Sealed proposals will be received at the office of The Miami Conservancy District (MCD), 38 East Monument Avenue, Dayton, Ohio 45402-1265, until 2:00 PM local time, Friday, July 8, 2016, for The River Corridor Improvement Subdistrict (RCIS) Contract No. 2016-011C-200.216, West Carrollton-Moraine Canoe/Kayak Access project in Montgomery County at current boat dock locations in West Carrollton and Moraine, Ohio. The project will be managed by MCD. The project will be funded through RCIS and a grant with the ODNR Division of Watercraft. The completed project will be owned by RCIS. MCD shall serve as legal representative and agent for RCIS for the purpose of this bid and any Contract arising from this bid. MCD shall have written and legal authority to act on behalf of RCIS. Any guarantee made or insurance provided to RCIS by a Contractor or Subcontractor(s) shall also be provided to MCD.

Bids must be submitted on RCIS Proposal Forms and must be accompanied by a bid guaranty to the benefit of The River Corridor Improvement Subdistrict of The Miami Conservancy District and The Miami Conservancy District. The bidder has an option of the bid guaranty. The bid guaranty may be a bid bond in an amount equal to one hundred percent (100%) of the amount of the bid. The bid bond shall be secured by a guaranty or a surety company licensed as surety by the Ohio Department of Insurance. The bid guaranty may also be a certified check, cashier’s check, or letter of credit in an amount equal to ten percent (10%) of the amount of the bid drawn to the Treasurer of The Miami Conservancy District. No bid will be considered unless it is accompanied by the required guaranty as a guarantee that the bidder after such acceptance will furnish an approved surety bond for the faithful performance of the Contract. The lowest and best bid will be accepted, except that the right is reserved to reject any or all bids and to waive any technical defects as the interests of RCIS and MCD may require.
